TSI FUNDING 2009-10
The famous Skills for Care Training Strategy Implementation Funding (TSIF) will again be nationally available for organisations during in 2009-10.
I am delighted to inform you that the London Borough of Redbridge have decided to once again be the lead partner in submitting the TSI Funding bid on behalf of the Redbridge Learning Collaborative and if successful will be lead partner in administrating this funding on behalf of the Collaborative. Please note that once again no administration charge will be deducted by the London Borough of Redbridge from this TSI funding.
For more information on what this funding is and what it covers, please read the attached 'Frequently Asked Questions' and 'List of Acceptable Units'. This year Skills for Care will also be accepting the Managers Induction Units, the First Aid, Moving and Handling, Food Hygiene, and (ESOL) English Speakers of Other Languages for Work.
Organisations can only claim this funding after the qualification /training has been completed and only if the organisation have submitted and updated their National Minimum Data Set (NMDS) Information to Skills for Care after April 2009. For more information please see attached NMDS leaflet.
If your organisation are interested in bidding for this funding, please complete the attached Partnership form or Training Provider partnership form and the bidding form. The bidding form should be completed after considering the number of staff who planned to complete any of the qualifications/induction units/ training listed in the attached list of acceptable units between January 09 and March 2010.

MEMBERSHIP SATISFACTION 2007 - 2008
The Membership Satisfaction Questionnaire was completed in April/May 08 by nearly half of all the member organisations. The Collaborative steering group is currently analysing the response and identifying actions the RLC required to take. The overwhelming majority thinks that the services offered by the Redbridge Learning Collaborative are beneficial to member organisations. To view the summary responses, please click here. MENTAL CAPACITY ACT 2005
If you work with people with reduced capacity, the Mental Capacity Act 2005 will have a direct impact on you and your work. When the Act comes into force it will affect every adult person with reduced capacity (mental illness, dementia, learning disability, brain injury, autism). Staff and organisations working with people with reduced capacity will have to follow the requirements of the Act. All decisions and actions involving personal welfare (personal care and treatment decisions) are covered by the Act. The Act is wide ranging and will affect all staff in Medical, Mental Health, Older Persons and Learning Disabilities Services. The Learning and Development team in Adult Social Services will be developing courses, which are likely to include the following areas:
- The current legal position on mental incapacity
- The Mental Capacity Act 2005
- Defining and assessing capacity under the new legislation
- How the Act will affect service providers and users.
- Existing Case Law in the field of capacity
- The interaction between the new Act and existing legislation including the MHA, 1983.
- Assessing capacity – key criteria and professional responsibility.
- Apply the Act to every day situations

MATERIALS AND RESOURCES FOR ADULTS WITH SENSORY IMPAIRMENTS
The Royal National Institute for Deaf People (RNID) offers a range of services including training programmes for care providers. WAN - WORKFORCE ANALYSIS TOOL (also to meet your National Minimum Data Set reporting requirements as well as AQAA for CSCI )
Workforce Workforce development is a challenging and exciting area of work being undertaken by Skills for Care. Obtaining precise information on either the number of independent sector organisations or the number of people working within the sector is difficult. More work is needed to obtain more accurate figures. These accurate figures will ensure that workforce development funding is allocated appropriately and sufficiently to meet the need. A software has been developed that will meet these needs. It will enable you and your organisation to:
- Identify staff skills needs and achievements
- Develop a staff development and training plan
- Develop effective workforce planning for your current social care practice
- Identify skill shortages
- Create personal development planning for individuals
- Develop staff skills and competence in line with regulation and good business practice
- Gain access to local and regional supported learning
- Provide information to skills for Care to represent the social care sector and to attract resources to support the social care skills agenda
- Be recognised by the different strategic and funding agencies in your region when they consider the economic support strategies available in your locality.
- Annual Assessment Quality Assurance for CSCI
- Help meet Investors in People standards
The software will be installed on one of your Personal Computers. You will be shown how to use the disc and it will be yours to keep and maintain. It costs £224.00 i and £25.00 per year and is very user-friendly, takes very little space on your hard-drive and you will have access to a helpline. This tool can also be used to complete the NMDS-SC.
The next release of WAN (due to be out in April 2008) will include CSCI's Annual Quality Assurance Assessment (AQAA) and Skills for Care's bulk uploader that will enable the submission of the NMDS-SC direct to Skills for Care NMDS-SC website.

EQUALITY IMPACT ASSESSMENT (EIA)
The Redbridge Learning Collaborative have undertaken an EIA beginning of 2008. It found that the negative impact on equality and diversity of its activities were legal and that the level of impact was low. Please click here to see the whole report on the findings of the EIA.
